because they are not grounded. current doesn't flow through them* as it would have nowhere to go.
if they were in contact with the wire and with earth (via the electric line post) or with two wires, the current would flow through them and fry them (easier to happen to squirrels than birds).
* not completely true: if the bird stands with both feet, technically he's in parallel with the wire. however the bird's electrical resistance is much higher than that of the wire, so the current passing through the animal is negligible.
