Easily Portugal. Wales have a decent squad of players, with one absolute worldy. Portugal have a poor team, and a worldy. They would have been one of my preferences for Ireland's group.

I dunno, Nani, Pepe, Moutinho and that kid that Bayern have just paid £20m+ for. Wales have Ramsey and...er...Joe Allen?

Yea Portugal have a pretty decent squad.
Coentrao, Pepe and Fonte are solid experienced defenders.
Moutinho, Nani, Renato Sanches, Danny, Tiago, Ronaldo all quality.
Good options from Sporting, Porto and Benfica to choose from as well.
