From what I can make out VAR can intervene at any time as long as the ball hasn't gone out of play and then been restarted. It's like a Lino waving a flag so it can be done in open play.

Although how you'd restart the game considering when he chose to stop it is another matter. Should've waited till the ball either went out of play or it was just in the the middle of the park. Unless the VAR told him it was 100% clear penalty.
